Dumpster discovery now a homicide

Winnipeg police cordoned off part of a St. Boniface apartment building on Tuesday, in connection with a homicide investigation that came to light after some items were found in a downtown dumpster.

Police have not released many details about the homicide to date, but a witness has said he saw human remains inside a dumpster in the city's downtown on Monday.

Officers were seen inside the basement an apartment building on Thomas Berry Street on Tuesday. Police confirmed to CBC News that the St. Boniface investigation is linked to the downtown homicide investigation.

Police are expected to release more information on Wednesday.

On Monday, there was a heavy police presence on York Avenue between Smith and Donald streets, with officers seen removing several plastic bags from a dumpster behind a high-rise residence.

Police did not release any details at the time, other than to say they were investigating "suspicious circumstances."

At a news conference Tuesday morning, police said they are waiting to positively identify the person before more details are released.

Jagtar Singh, the owner of the nearby Dhoom Restaurant & Lounge, told CBC News he saw a right hand inside a clear plastic bag in the dumpster and asked one of his servers to call police.

Singh said he was alerted and brought to the dumpster by a homeless man who made the initial discovery.

"I just saw the fingers of a right hand up to the wrist. I was shocked by that," Singh said.

He described the hand as being white but could not tell if it belonged to a man or woman.

Const. Jason Michalyshen would not confirm or deny if body parts were found. He said police have been reluctant to release details "due to sensitivity of what we're dealing with" and the need to contact the deceased's family members.

He also did not say how long the person is believed to have been dead.

Michalyshen acknowledged that residents in the area are on edge, but said there is no information to suggest any other members of the public are unsafe.

It is the city's fifth homicide of the year and fourth in February.
