Murder suspect turns himself in
CHARLESTON, W.Va. -- The suspect in an East End murder has turned himself in.
City officers have been looking for Richard B. Hilliard, 24, of Charleston, since late November. He was wanted for allegedly shooting David Juaboi Booker, 26, at the corner of Milton and Richards streets on Oct. 11.
An arrest warrant on first-degree murder was issued for Hilliard on Nov. 19.
Hilliard approached Charleston Patrolman P. Kapeluck at the 7-Eleven on Bigley Avenue about 9 a.m. on Christmas Day to turn himself in, said Sgt. Bobby Eggleton, assistant chief of detectives.
"He walked up to the officer and said, 'I think you guys are looking for me for murder,' " Eggleton said.
Hilliard was arraigned before a Kanawha County magistrate and he is being held without bond in the South Central Regional Jail.
Detectives believe Booker's murder was drug related, Eggleton said.
"We're quite confident that this homicide involved drugs," he said.
Eggleton described Hilliard as being "somewhat cooperative."
He made a brief statement to police about the murder, but did not implicate any other individuals in the shooting, Eggleton said.
"He didn't want to talk about anyone else," he said.
Officers are familiar with Hilliard's associates, Eggleton said.
"His associates are known criminals in the drug trade," Eggleton said.
